DV letter question

The DV letter on this forum asks the CA for a "Copy of the original credit card application establishing the debt between the creditor and me. This is also basic contract law" as part of debt validation under the fdcpa.
I got a response from the CA and they say that they are not required under the FDCPA to provide me with the application to validate the debt. I also read the FDCPA myself and no where does it seem to require the above either.
Am I missing something?
