Yes, the summons states that I am a resident of Cook, which I am not. So, I have to go into the city and just show up and say that I do not reside in Cook County?

Make sure you search teh IL Rules of Civil Procedure to make sure that your Motion to Dismiss is in the correct form that is acceptable to the court.
