Time for a debt management program?

How serious should my debt be before considering a debt management program?
Here is a little snap shot of my situation.
$8,300 - truck loan
$14,800 - car loan
$9000-$10,000 - Credit cards, and a personal loan.
$14,400 - student loan
I net about $30,000 a year at my job.
Most of my credit cards, and credit lines are small but I do have several. I am often late on one or another.
I have had a bit of trouble keeping track with the accounts, but as of right now I am up to date with them all. If I could consolidate some of my debt it would help me just keep track of them.
What do you guys think?
