Duplicate Accounts on Credit Report

I have an account from Chase on my credit report. i just recieved a notice via mail and phone of a collection agency buying my chase account. should i send a debt validation letter to this new place or should i send it to chase?
another question. i have two collection agencies on the same credit report for the same debt (paypal). who should i send the debt validation letter to?
and one more question! i basically want to be able to set up payment arrangements AND get things taken off my credit report. is the pay to delete letter just for paying in full or can i negotiate a payment arrangement and get it taken off my report?
i'm so confused and i dont want to mess up a chance to get this stuff removed. btw, i checked and it would be a couple more years till this stuff comes off on its own.
