2. If it is not computer software generated it could be typo.
3. some companies require to sent the bill so that they can keep their records with clarity.S the customer won't complain i haven't received the bill.
4. this could be law mandate that company need to inform all the details (even if nothing is there) about the debt docs.

There is still a balance but they are no longer showing the debt as an asset on their books. CO does not mean the debt is extinguished. It is an accounting transaction that they must do at 180 days past due.
