Protection for Military Personale

I would like to know what type of protection do military personale have from debt collectors under the Soldiers and Sailors Relief Act? My son has recieved a letter from Mann, Bracken about an old Discover card acct. Acct was opened in 1999. Last payment was three or four years ago. SOL for the state of Ky. I believe is five yrs. for written contracts. He is in the service but not stationed here. Sent a debt validation letter about two weeks ago. Did not state that he was in the service. From what I have been reading, they are a NASTY, greedy bunch of people. What sorts of protections does he have?

It has been awhile since I was in, but I believe the Act only applies to soldiers who are in combat/hazardous duty and not on regular duty. It was enacted in either WW I or II.
