As far as I know, a secondary credit number is a substitute to social security number which you can use to obtain credit cards, car loans, or opening any other lines of credit. You can use this number just to prevent yourself from identity theft. I don't think that it is illegal.

ABSOLUTELY NOT!!!! You could be charged and prosecuted for mail or wire fraud if you use the mail, telephone, or Internet to apply for credit and provide false information. The only way possible is to operate as a business, but even then, creditors will want your personal info also, so they can come after you if the business fails.

This appears to be a new scam. I found one post about it on an attorney site, the rest appear to be only sites that are hawking this scam which will land you in Federal Court!
