If you have already filled up 1099C form and paid taxes on the exempted amount, then as far as I know you are no more liable to pay off the debt, because the creditor has also got tax exemption due to loss incurred as a result of forgiving the debt.
Since you have already paid tax on the amount exempted by the creditor, you can send a letter to the creditor and ask them to stop pulling out your credit report. You can also tell them that you will complain against them to the State Banking Commission and the FTC if they do not stop making hard inquiry in your report.

and maybe they are just trying to see if you are a candidate for a new mortgage? Like how credit card companies pre-screen people? you might just be in a "propective customer" database of some type?
