I am sending them a validation letter. Can someone explain this to me? Why is capital one still involved? or are they making it up????

To whom? You can request debt validation from NCO CA since they are a third party collector.
The CA could have sent your account back to the original creditor(Capitol One) due to nonpayment to the VA. So I would call the Capitol One and clarify where payments can be made on the account. Ensure they know you were instructed by the CA to make payments to Capitol One.
