No Ma'am they are not doing anything illegal. All agencies settle debts for this low. All companies tell the agency what they can settle for when they receive the account. However I will say to get it in writing first and pay them with a paper check and not on the phone. If and when you do send them a check make sure you stipulate it as a settlement.

At the first opportunity, they will threaten to take you to court - they especially like to do this if you don't accept their settlement offer. If you can't come up with a large lump sum of cash, they'll say "see you in court" and hang up. They've done it to a relative of mine several times. She's making monthly payments on a debt that was WAY out of the SOL, but because she didn't know about the SOL thing, she made an agreement to pay on it and started paying, which restarted the SOL all over again. All because they threatened her with court.
