I'm assuming they got the name right, there are over 40 people with my first and last names in my state. The main identifier when it comes to a CA is a SS# not a name.
I don't see the point of getting into a legal battle with someone obviously not looking for you.
Or is there more to it? Like do you owe this CA? Have you ever heard of them or done business with them?
How exactly are they harassing you?

Wow. Only 82 of me. And the irony is that one of them lives in my city, and I was getting collection calls for him until he filed bk. He even sent a resume to my employer a few months ago. And in Masachusetts I was getting bank statements for two of the others.
