Can an SS number from medical records be used?

Can people in the medical office use the SS number, to check credit, or do a criminal background check, without getting permission, or without the owner of medical records and SS number knowing? Or could a law office get your SS number and do searches without your knowledge?


If you owe money to the medical company and they have your ss number with them, they can definitely use it to conduct a background check or pull out your credit report to make a inquiry.
If a law firm is working for your creditor, they can use your SS number to check your report without your knowledge.

I understand if an overdue balance is due. But,..these are Medical records they are taking the info from. ..I thought with Medical records the HIPAA Law comes in to play. I would think they DO need permission to look at ANYTHING in the records.
