Can people in the medical office use the SS number, to check credit, or do a criminal background check, without getting permission, or without the owner of medical records and SS number knowing? Or could a law office get your SS number and do searches without your knowledge?

OK, what if a lawyer is just nosey and wants to see my credit report. He's not collecting a debt. He's just nosey. Is that a Permissible Purpose? And if he reads my credit report, his name must be listed by the credit agency, right?
