If it is with Conn's and Conn's is the original creditor, then the FDCPA doesn't cover it unless you have a state one. I'm assuming that you live in Texas, and I've looked through the Texas Finance Code and I do not believe that you have much to go with here, and I am pretty sure Conn's will just ignore your C&D letter.

Do as Soaplady said, send them a copy of the certified check, i'd also write a letter to one of the Exec's and include the certified check and account # etc. Let them know that the bank has talked to collections department, Cs however they still continue to call, and how much stress this has caused you & your bf, and that your bf has developed health issues related to their continued calling on a paid off account.
Send the letter CMRR just as you would a C&D.
Not sure who you would complain to at the state level. But i'd start with the company Exec's.
