Does this mean they can't legally collect in IL?

They have 3 listings on my credit bureau and I am sending them a validation letter as they have never contacted me. I was also wondering if they are legally allowed to make any collection efforts legally in the state of Illinois and if not fully intend to report them to the AG. Thanks in advance.
