Ask for debt validation as Bowen has suggested. You should send DV letter using certified mail. They must respond to you within 30 days. If they send the validation ultimately, go through it carefully. You can dispute any item that you feel incorrect.
Since you are pretty sure that you have paid the debt off 2 years ago, you need not worry much. Hope you have the documents of your previous payments. Do keep us updated in this matter.

Thank you Bowen and Bryan. Does that mean that no one is going to show up at my house and arrest me? The thing that bothers me is Dominic at Platinum B said they do not even deal with Jacobi & Mayors so what happened to the money I sent them? Where should I file a complaint against them for basically stealing my money if they in fact do not deal with the company they claim to be representing?

No, no one is going to show up and arrest you. They cannot do that, and there is no prison for debtors. The most they can do is sue you for the amount you owe, and in that case you'll recieve notification of the court date etc. Even if you don't show up to court they can't arrest you. If you don't show up, the judgement is automatically against you though, so it's in your best interest to do so, if they file. Chances are they won't file though because the debt is too small to make it worthwhile. As a matter of fact, they are not permitted to threaten you with arrest. You could file a lawsuit against them for doing so.

You can file a formal complaint with the Federal Trade Commission. It sounds like this is a scavenger collection agency. Don't let them threaten you. Remember you have legal rights as well. Keep everything documented.

Okay, well thanks to the information I found on this site, I have now filed complaints against Jacobi & Mayors with the FTC and BBB. I also filed a complaint with FTC against Interstate Wire Compliance Bureau for threatening me with legal action but not giving me any information about what they really wanted. I waiting to hear back from Platinum B Services and, if they show me proof that the loan was indeed not paid off, I hope I can deal directly with them. Interestingly enough, the address for Jacobi & Mayors and Interstate Wire Compliance Bureau is exactly the same. I have a feeling I won't be hearing from IWCB. Thank you again to everyone for your help. I'll keep you posted on what happens.
