They can still attempt to contact you if they have proof that you owe the debt to them. A DV letter is not the same as a cease and desist letter, and you do have to give the creditor/collection agency time to put things together and for the post office to deliver the communication.

any requests for validation must be in writing by you.if you haven't sent a DV letter do so asap.send it certified mail return receipt.by law they must send a dunning letter 5 days after initial contact,but a DV request must be by mail sent by you.

There are two things that I'll ask you to do. First, send the validation request via certified mail return receipt which can be used as a proof. They'll send you the reply within a week of receiving the mail. If they fail to validate the debt (which I think they would), they will have to stop all the collection processes.
They're also prevented from calling you over the phone if they cannot validate the account. But, if they don't reply to your debt validation letter and persist with their collection processes, you can file complaints against them with the Federal Trade Commission and your State Attorney General.
