Are you aware of the SOL expiry date applicable in your state? Even if the SOL has expired, a debt collector can try to collect the debt i.e. you still owe the debt. The only thing is, you'll not be sued.
If the debt is an old one, it's better not to acknowledge the debt. Send the CA, who is calling, a Cease and Desist letter stating that you don't owe the debt and ask them not to contact you over the phone again. Send this letter through certified mail with a request for return receipt. Once they receive the letter, they cannot call you again except to say that they received the letter.

If it is a debt that is past SOL and you don't think you owe it, then sendt he past SOL letter with a cease and desist request as Paul instructed. These people are required to send you a letter of collection after they make first contact. It's difficult for them to do that if you don't answer the phone.
