Garnishment is a legal term. It apply only when a judge rules against you and requires you to pay back the creditor. They can garnish your pay or bank accounts.
If this is your wife's medical debt, yes they can garnish her bank account but they would have to take her to court and get a judgment against her first.
Even if they get a judgement against your wife they cannot garnish your paycheck. If you are both listed on the complaint, then they can garnish you also.

If you live in a community property state, then they CAN go after your money whether you signed anything or not.
It is true that they must obtain a court judgment in order to legally garnish wages or levy bank accounts. Check the county court clerk's office to see if there has been a judgment against you or your wife.
