Since you have already mentioned the 'Cease and desist' action along with your validation letter and given them the option to be contacted by mail only after taking the debt settlement program, they should not have called your husband's cell phone number. How long ago have you sent the letter? If it is over 30 days and the account is appearing in your credit report marked as 'collections', you can show the validation copy to the credit bureau. Explain the company's failure of validating your debt. They will get this information verified through the company. If they fail in getting any info, the account will be removed from your file.
You can contact your lawyer and draft a notice of violation of the cease and desist letter. You have a case and sue them up to the extent of damages.

Allied harrasment
I too am being harrased by allied interstate. They call here like 15 times a day. It is for a wireless account which just went to them a couple of days agao. I spoke to someone yesterday and told her I was in the process of didputing this account. they said that was fine but they still continued to call me contantly when I told then today to stop calling me they said they will not stop. They said they don't call me all that much. Whne they most certainly so. Then everytime I try to talk to them they hang up on me. Is there somwhere I can complain about this agency? Can I bring them up on some kind of charges for harrament? I am going to sned this cease ans disist letter that was suggested. Is there anything else I can do?

File a complaint against them with the Attorney General office in your state. Send them a cease and desist letter certified mail with return receipt that way you have proof they recevied it. Then if after they receive it and keep calling, they are violating a cease and desist letter which is a legal document.

Well, Fred, I know you feel harrassed by them, but it is actually against the law to do that. If they have done something wrong, there are laws to protect you...there are also laws to protect them. It could be considered stalking.
Screaming match
allied interstate is calling my house almost as much as everyone else. I have told them that I am disputing the charges and I would take the account up with the loss prevention center of the bank the account is with. I also told them not to call and to only contact me by mail. They continue to call. This evening I literally had a screaming match with one of the reps. HOW RUDE WAS SHE. I am going to do something. I dont know what yet but something. They are crazy

You can also record the phone calls secretly if your state laws permit. Check the laws before you record the calls. Maintain a log of the date and time the call was placed to you. This will make your legal case stronger and you can sue the collector for each fdcpa violation.
