in what year did SS payments not count as income?


Usually, Social Security Benefits, pensions, unemployment benefits, etc. fall under the category of unearned income. For more information, you can go through the following page:

In case of Chapter 13 bankruptcy means test, Social Security benefits is not included in debtor's income.
