in what year did SS payments not count as income?




Your question is not clear. Can you explain it in details, please? I can only let you know that in no way your SSI will be garnished in order to pay off your creditors/lenders.

Usually, Social Security Benefits, pensions, unemployment benefits, etc. fall under the category of unearned income. For more information, you can go through the following page:

In case of Chapter 13 bankruptcy means test, Social Security benefits is not included in debtor's income.
