is it when chase bank (OC) assigns a debt for someone else(like a CA or attorney) to collect on their behalf?

The Plaintiff's Assignor is simply someone the plaintiff (in the case of debt, the original creditor) assigned to collect the debt or act in their behalf. This could be a collection agency or an attorney.

So it sounds like you've got it right :)
