is it when chase bank (OC) assigns a debt for someone else(like a CA or attorney) to collect on their behalf?
Yes, I think so. But, I am not absolutely sure about it.

Yes it may be. It is all about laws and regulations.

The Plaintiff's Assignor is simply someone the plaintiff (in the case of debt, the original creditor) assigned to collect the debt or act in their behalf. This could be a collection agency or an attorney.

Hope that helps!
