Still illegal if it's an installment loan?

I live in CA and took out multiple installment loans with Great Plains Lending. I can't find any information about them on CA DOC website. I just received a past due notice from them for my current loan even though I already requested they apply my overpayments from previous loans my current balance.

I just want to make sure they're illegal even though it's not a payday loan.

Great Plains Lending is an illegal tribal lender. So you are liable only for the principal. Close your bank account asap and open a new one. Ask them for a refund, if you have overpaid them. Look at this page to know about how to deal with illegal lenders:
