Still illegal if it's an installment loan?

I live in CA and took out multiple installment loans with Great Plains Lending. I can't find any information about them on CA DOC website. I just received a past due notice from them for my current loan even though I already requested they apply my overpayments from previous loans my current balance.
I just want to make sure they're illegal even though it's not a payday loan.

Even if they were dishing out instalment loans, those would still be considered illegal. You don't have to worry about anything much. Just get the principal balance paid off.
