I have spoken to them and they say they don't take partial payments, and that they won't speak to my debt consolidation company, but they will apply any partial payment they receive to my outstanding balance.

I was in the exact position you are and I started to send partial payments, paid off the PDL. They didn't refuse the payments which means legally here in Canada they accepted partial payments.

Not only are they imagining things when they tell you that you're going to jail, they're also painting themselves into a corner by breaking fdcpa laws right under your nose, and giving you valid proof of it with these e-mails. Now, print out those e-mails and mail them to the Attorney General, then make arrangements with the original creditor, and tell the collector to pound sand.
