I think you are making arrangements with the lenders and not with the collection agencies. A cease and desist communication is legally applicable on the CAs only.
Though the creditors are not bound to follow this fdcpa law, but they can honor your request. You can't put a legal stand in case they contact you further. Since you are making payment efforts, they will leave you until you default with them again.

If your original lenders can accept the payments from you, the collectors can be kept aside. The lenders will pull the file back from them. This can be done only if the account is still with the lenders and not sold to the collection agency. If you can make arrangements with the lenders directly, your credit will be viewed in a better way since it won't have the remark from the CA.
