Also, it sounds since you never received the summons you could probably get the judgment vacated due to improper service and in fact it may be past the statute of limitations and thus a time barred debt. (meaning they can't sue you for it)
Does your name appear on your daughter's account? If not there is no way they can legally levy that account and they can get in some big trouble for it.

Also, what do you mean when you say "AND CHILD SUPPORT PAYMENTS ARE IN THIS ACCOUNT?" Is this an account where payments you made have been deposited? Or an account you put money into, that CS payments are drawn on? Messing with CS in serious business. Depending on what actually happened, you may be able to sick the state DFS [or whatever agency is concerned with CS] on them.
Regardless, you say you are suppossed to leave the country in two weeks. In your place, I'd be calling attorneys first thing in the morning, because this may well take more than two weeks to straighten out.
On your employment... Do you work for an offshore company, or an offshore branch of a US company? If you're working for a foreign company, I'm a little mystified how a US collector was able to effect a garnishment.
