Collectors are allowed to call third parties when they are unable to reach you. You may ask your neighbors and parents to send the cease and desist letter. This will stop the collectors from calling them in the future. Here is the sample letter

Is this the original creditor? Or was the debt sent to an outside collection agency? You can send them a cease and desist letter to stop phone communication with you if it isn't the original creditor, but if it is the original creditor, they can continue to call you at home. BUT, they can not call your neighbors, family, and work if you instruct them not to in writing. (Doesn't always mean they will honor the cease and desist though).

I have gotten a call, very harrassing and a little, about some bill that a friend of mine had. It is kind of hard to believe that they are able to harrass people like that and threaten them for something they had no idea about.

Funny story here: my sister used to collect (I'm so ashamed, lol..) and did this in Philadelphia--and called for a man who had been arrested for chaining women in his basement!! The case had been all over the local news, I guess--and the guy she called busted out when she said "I'm a really good friend of __ has he moved??" Yeah, he'd moved alright, lol...

The good news about internet pdl's is that there isn't much they can legally do about it when you say enough is enough to their illegal interest. The bad news is they make up for that with abusive collections in the hope that you'll pay just to get them to stop.
