Anyone heard of ARM (Account Receivables Management)

Last night I got a message that was left on my office voicemail at 8:45 pm from a Robert Allen from ARM for me to call him right away!!! It was 8:45 pm and I don't work that late!!!
I called him back today and he started yelling at me to pay my bills and that they are representing Paycheck Today for a loan that I had with them in November, 2006.
I told him that first the loan had been paid off and secondly, that the company (Paycheck Today) was not licensed to do business in Florida. He said that it didn't matter, that I took the money through the internet and that I needed to pay. I asked him to calm down and stop screaming and he told me to start paying my bills. I refuse to let anyone yell at me, so I hung up.
What should I do now? I want to fax him a cease & desist letter along with a copy of the Florida State listing of payday loans licensed here in Florida, but I can not find either link.
Can anyone help me?

First, dont be intimidated by CA's that collect for these payday loan sharks. They dont have a leg to stand on and they know it, thats why they fight so hard to bully people. You see, the more they can scare you into urgency, the better chance they have of getting your money before you have a chance to check out what they said to you.
What just happened is abuse, pure and simple, and it is against federal law. Dont let them push you into anything--thats the first thing. They have NO leverage. Some of these CA's will tell you things like "youre going to be arrested at 5:00 PM today unless you pay this amount right now..."--all of this is crap. They cannot do anything of the sort.
Now, let's give you some information that will help you fight back with these idiots. First, you need to get familiar with Florida's payday loan laws. For example, in Florida, it is ILLEGAL for any payday loan company to "rollover the loan". This is important because you said the first loan was paid off--if you didnt voluntarily take out any more loans, then they acted illegally in processing any more loans, period.
Here is a basic rundown of Florida's payday loan law, you will want to get very familiar with this....

Now, on to the CA....what they did was illegal. They are not permitted to scream and yell at you on the phone. Also, they are required to inform you at the beginning of the call that "this is a communication from a debt collector and any information obtained will be used for that purpose". It's called the "mini-miranda", and if he didnt say that, he broke the law again.
What you need to do with this clown is simple--send them a letter informing them that their abusive phone call violated federal law, and that they are not to contact you at all regarding this matter. should they ignore this demand, they will have violated federal law yet again, and at that point I would suggest you sue them, seriously.
In the meantime, that letter must be sent out via certified mail, return receipt--so you will have proof that they received it. Then, notify your state's attorney general's office--tell them everything that has happened thus far, including any details of the actual loans you had. Recently, states have been cracking down on predatory lending practices like this and they will be very interested in hearing what you have to say.
Whatever you do, do NOT pay them a dime, NOT ONE PENNY. And also, do NOT give out your banking information or credit card info to any of them--CA's like these have a habit of taking every penny youve got in your account, and often trying to take more than you have.

But seriously, follow skydivr's sage advice.

Also if you anticipate further phone contact with ARM I would suggest recording it (find out what the legal status of recording phone conversations is in your state before doing so)

Please file a complaint with FL on these people. ARM backed off when my state stepped in. But if you can record the conversations, because even though they say all calls are recorded when you talk to them, somehow when your state askes for these recordings the threatening ones they cannot find.This CA is bad news and you need to stand your ground. File complaints!!!
