Ok tell your husband to breath easier. Palisades are a bunch of low life law breakers. The SOL of that debt is most likely up since it is over 20 years old! It shouldn't even be listed on the credit report. If it is, we can help you remove it and have the possibility of getting a tidy little sum for the violations.
Send them a letter like this:
I am writing in regards to the debt with account number ############ (((put your account number from the letter on it))). I am informing you now that this is not my debt. If this account is listed on my credit report I suggest you remove it immediately or face suit for FCRA/FDCPA/FACTA violations.
From this point forward you are to cease & desist all further contact with me.
do NOT sign the letter with your signature and send it certified mail return receipt. Once they get this letter they may contact you only one more time to inform you the status of the debt (if they threaten to sue, or they are ceasing communications).
If they threaten you with suit or contact you any further after this, you will have grounds to sue them and win with a slam dunk case.
