2 Agencies collecting on the same debt?

I'm a bit confused. I have 2 seperate agencies claiming they are to collect on the same debt? Is that even possible or legal?
I have DV'ed them both. The one agency is very friendly and provided me with information on what to look for on collection letter and settlement letters and information about their company and their relationship with the creditor.
The other CA is very rude and nasty and unreasonable and didn't even know what a DV was, even after I explained it to her and refused to give me their mailing address (which was easily located off their company website).
I know the second company is most likely BS - but would I be able to sue them for trying to collect on a debt they don't have rights too?

The other collection agency must stop all collection efforts if they can't validate the debt. If they continue with the collection efforts then they are certainly violating the FDCPA laws and you can sue them for any such violation.
