USPS Permit Number questions for arrow financial

Does each company that has pre-paid postage each use a different permit number?
Does anyone have any mail from arrow financial and if they do does it have a permit number of #605? I am trying to figure out if it was them who sent a letter to me cause I don't know. I know for sure it wasn't the company listed on the letter because it's 1,000 miles away.

I think the permits are issued by the post office they are mailed from. But since there is no post mark, you really don't know what city it came from (they are not always mailed in the same city as the return address). I suppose that if you did know the city, you could file a Freedom of Information Act request to see who holds that permit.
It doesn't make sense that Arrow would mail you something in the name of a different company. Are you sure the name on the letter isn't just who Arrow is collecting for? If it's from them, their name should be somewhere on the letter..

The letter tells me to send the payment to an attorney in Massachusetts and it is an attorney letter, To scare me into thinking it was from an attorney. It has Massachusetts phone number to call, so I called late at night from a cell phone and it is an attorney from New York. So I am dealing with 3 different people who are hiding behind closed doors.
