In 2005, 1st Credit of America collected a debt of mine with payment made on a credit card. This month a charge on that same credit card appears from them and I don't owe anyone, anything. I've called them several times with no response. How and where do I file a complaint against them?

Call the credit company who hired 1st Credit of America for collecting this debt. You must know whether they updated your file with the bureaus after the payment was done. Insist them to give you the receipt and a PIF letter.
Ask proof in writing from 1st Credit of America about the charges they are collecting again.
