1) Make them prove it to you in writing. If you didn't take the loan, you owe nothing. Don't give them your address or anything, though. It's probably a scam pretending to be affiliated with CashNet.
2) Inform them that they are misrepresenting the law - they cannot charge you with bank fraud or any other criminal charges.
3) File a complaint with the FTC.
4) File a complaint with your State Attorney General.
5) File a complaint with the BBB.
If you know that you do not owe, don't worry at all. Don't speak with them, and file complaints every single time they call.

The buyer doesn't say he's calling from "ABC Collections" - he says he's from CashNet itself to trick yuou into thinking the FDCPA doesn't apply. Since it's a sale, rather than a placement, CashNet gets to play Pontius Pilate and hold up it's clean hands whenever someone complains to the FTC or the AG.
