Help with finding out which law determines the jurisdiction of a loan

there are alot of examples i can give,but since all i asked for was a license,or lic number which you need to do business in IL you can extradite me to your hole in the wall if you can.bottomline my state law prevails and since you won't/can't provide license info i don't see the need to engage in this with you.
anyway that is how i answered.they want answers when they provide none.tell them to prove a foreign pdl can do anything but be stupid with the phone threats.
