Cameron, United Legal is a collection agency. They need to be licensed in your state before they do the collections for the debt account you have with the original company. With that said, they must abide by the laws put in the FDCPA.
Most of the time, United Legal is heard violating the federal laws and contacting people with disputed information. Did they send you anything in writing about the account completing the debt validation process? You have to draft a debt validation letter from your side putting the situation in your favour under the federal laws.

I'm also dealing with United Legal. I'm sending them a validation letter. They call me about every other day. They claim they already sent me two letters and an email, none of which I received. They really haven't been too bad except for the first guy that called. He was kind of nasty, claiming I was lying when I said I hadn't gotten the letters. The one tonight asked why I needed to send a validation letter and why I couldn't send it via email. I said, "Nope, want everything in writing, hard copy." They've called me WAY over 5 days ago and still haven't gotten anything in writing.
They just claim they've sent something. I doubt that EVERYTHING has gotten lost.
