I just found out that I have an account with AFNI (Verizon) from 2003 per running my credit report. I called them see what this about and they said they will take a settlement to clear this issue. Arent they in violation of Standards of Limit (SOL). It is 8 years old!

Well, the Sol period on a debt starts from the date of first default on the account. So, do you remember the date on which you have made the last payment on the account?
If the debt is well past the Sol period, then you are no longer legally liable for the debt. But the collection agency can contact you regarding the payment of the debt. That is not illegal.
