I am disabled and have run into credit card debt and can't seem to get the credit card company to bring down my interest because my debt is less than 5,000.00.
I have always paid but have hit a financial wall,
I have a department store card that I pay the minimal amount or more when I can afford it as these payments are much more managable.
Any ideas about what to do?

Though you're disabled, you will be able to consolidate your credit card debts. You can contact local debt consolidation companies and check out their terms and conditions for consolidating your debts. If you want to know what debt consolidation is all about, take a look at the given page:

You can consolidate your credit card debts even when you're disabled. Explain to the lenders that you have been a responsible borrower in the past. However, you are not able to make the payments because of the current financial hardship. But at the same time, you should convince them you are working on a plan to improve your financial situation. If required, you can show them your plan. In the mean time, find ways to earn some money.
