Statue of Limitations Question

1. Who's laws do I need to follow?
2. Does SOL restart if I contact the Creditor and ask them to validate the debt, amount owed, age of debt, etc or only if I make a payment? Some of my debts are pretty old, years old, just not sure how old.
3. If SOL has run out can I contact the CA and tell them this and tell them to stop trying to contact me?
4. How do I find out exactly what I owed the ORIGINAL creditor before it went to collections. I want to start on settlement offers but want to make those offers on the original amount not the inflated fees.
Think thats all I have but feel free to give me any other helpfull advice. I need it.

2- Only upon payment, or in some cases, a promise to make a payment. In other words, demanding validation does not restart the SOL).
3- Yes. They may then sell the account to another CA. If that happens, you can repeat with CND.
4- This should be part of proper validation...a breakdown of all fees.
