Does the 30 day rule apply for DV if the CA doesn't own the debt, but is just servicing it?

I don't understand the necessity of requesting a DV while the debt is with the OC, but outsourced to a CA, and it has been confirmed with OC that the CA has the debt, but it isn't charged-off?
To my understanding the 30 day rule doesn't apply for DV, if the CA doesn't own the debt, but is just servicing the debt - correct?
If the account is charged-off, then I have 30 days to request a DV, even if it goes to the same CA that was servicing it - correct?

It's important that you know for certain the CA who is collecting is actually assigned to it, that is why you request DV. The 30 day window applies to all 3rd parties.
