Consolidating a few collections

I have been unemployed off and on over the past two years. During that time I struggled to keep afloat with living expenses. Over the two years I have had unpaid tickets and had to give my vehicle back to the bank.
So I have accrued $8-10k in debt between 3 collection agencies.
Having the collections to the county I live in keeps me from driving to and from work.
I have called my bank and asked them about a Consolidation loan but they did not approve me because I had accounts in collections.
This leads me to my question. Do you know of any programs or institutions that would consolidate various collections into one account?
