Once debts are charged off, the original creditor has the option
Once debts are charged off, the original creditor has the option to collect the debt themselves or by hiring a CA. In some cases like yours, they sell the paper to a junk debt buyer. Legally you owe the debt to the new owner. However often during these sales, paperwork is lost or never sent and the new buyer has no proof that the debt even exists. That is where a DV comes into play.
How old is the debt? Is it still in SOL?

Mississippi has a three 3 SOL. They debt may be still legally owed but they cannot legally enforce it in court. They may try to sue but that would be your job to object to the debt being out of SOL.
