Cash in DTCC Points

I am not sure why I don't understand.. but can someone tell me how to do this? When I click on Cash in DTCC Points - it just tells me down for maintenance. and when I click on check under my name in post then I get a thing to move points to savings. Just not sure what I am supposed to do when I want to redeem points. I can only get to I can't just click on my page at the top of the page by log in - it tells me I can't be found.

Any assistance appreciated.
