If you and your computer have ever had the misfortune of being attacked by a Trojan Dialer specific to 900 numbers, you more than likely have been dealing with the likes of EBSI (Enhanced Billing Services Inc) & Integretel (Both are Billing Aggregators) from entries on your phone bill. They are representing the internet scam outfits such as MMI Communications , Information Services and Live Interactive to name a few.
Unauthorized and evasive charges have been placed there by these organizations via the malicious dialer which accesses international 900 number sites. The only time when you are made aware of this activity is when you receive your monthly telephone bill.
The general rule of thumb is: when you challenge these bozo's (Aggregators) after their uneducated telephone reps accuse you or someone else in your household of accessing pornograhic websites, they tend to back down and credit your account (without any word of apology of course). You would tend to believe that this was the end of the matter.

Not so I am afraid, because waiting in the wings, months later are the lowlife bottom feeding debt collectors. These unsrupolous characters buy up old telephone records and debt from even more unscrupolous vendors and go after for what they can get. This is where you may have had a call from a Mr.David or others threatening you with lawsuits, disconnecting your phone line and further harrassment, without fully identifying himself or their client, which is the law.
If you do not challenge this moron on initial contact he may stay on the line long enough to tell you he represents the law firm of a Paul Kupferstein & Associates. Otherwise, he hangs up. The phone number they tend to call on is (905) 474 3535. Investigation of the number gives the address as follows:

Thats right Canada, They are also located at several other addresses including PO Boxes, and they are all located in the Markham area. They tend to move around a lot! For peace of mind call the RCMP Phonebusters 1-888-495-8501 or Recol 1(888) 495-8501 hotlines (same number) and your State Attorney General. The Law Society of Upper Canada are also very interested to hear from you. (416) 947 3310. They and the RCMP are very much aware of the activities of these scam artists in their area. This is total fraud and none of it would stand in a court of law. They are preying on vulnerability and fear using scripted scare tactics. Just ask your Attorney Generals office.

This thread has been started to put a case history together on victims and consumers they have targeted. If you are a victim please highlight your case on this forum so that we can get a portfolio of sorts on these crooks, and present it to the relevant authorities, and for general peace of mind. The more people who make complaints the more likely they will get investigated and have their illegal operation shut down. Take note they will infiltrate this forum with bogus victims who apparently ended up paying them after going through the courts. It does not happen! Have you spoken with Mr. David? If so, did you know which company, and what debt he was calling about?
I know many in this 'business', and they all have to deal with the same things. They are hired to do a job, that's all. Indebted customers have a knack for delaying the payment process, on of the more popular tactics is requesting all sorts of back up documentation.
Yup, there certainly are some angry people here, but I've no doubt that there stories are extremely one sided.

According to PhoneBusters, they know of no one going to court.
When the reporter from Channel 2 asked Mr. David what company/companies he represents, he wouldn't tell her other than a lot of different ones.

Just because someone calls you at home and demands money, that means you just send them money? If that's the case, then everyone should quit their legitimate jobs and take up the profession of Paul Kupferstein's office.

Changing your name here "Educated" to "Sly Fox" to make it look like you are a different person to fool people, doesn't change the fact that you still type your sentences the same way and are still the only to defend "Paul Kuperstein and Associates". Or are you just another associate of this boggus agency?

I have read every post on this thread and 2 other threads on this website, one of which has over 12 pages posted over several months, Educated has posted on it also. As you probably have guessed, I too have been a victim of the 900 dialer trojan and the antics of Mr. David. Only contacted once, many months ago. PhoneBusters.com told me that Kupferstein buys old phone records and tries to collect on them, some one else has said the same thing on one of these threads.

If PhoneBusters said it then it must be true!! And I absolutely agree, if the Law Office doesn't have a web site - must be a scam.
One last time. I feel badly if you have fallen victim to a 900 phone 'scam'. This poor Mr. David, all he is doing is attempting to collect on files that have been forwarded. He's not the one with the 900 numbers - you're pointing the finger at the wrong person.

Guest, you say that he is only trying to collect on files that he gets, then maybe he should try VALIDATING these debts, and he himself will find that they are not valid obviously, and then maybe he can move on to trying to collect for a legitimate company. If the debt is valid, then by all means, he can continue with his harrassment. Any legitimate lawyer/collector will be willing to validate debts for debtors...if he does not want to do that...then he is not the victim you portray him as....just another collector who is greedy and not following the laws.

This "poor Mr. David" knows perfectly well that the 900 number bills are bogus, otherwise he'd take futher action. All he does is make threats that he knows can never happen, such as having a phone number disconnected. He uses a shotgun approach, making as many threatening calls as he can and if even as litle as 10% are scared enough to send money right away, hey, it's worth it. Any one that shows resistance are not bothered with, waste of time you could say. Now as far payday loans, that's a different story. I'm guessing there's more things they can do legally to collect on them. Too bad they're not willing to work out some type of payment method, they'd be more likely to get the money owed that way. Even the IRS is willing to work with you in that way. Now let's consider the high interest rates charged by the payday loan companys and remember that H & R Block got in trouble this year for charging high interest for the quick refund offer they have. Their's is only about 600% per year interest.

Educated -

I would put any information on this site pertaining to the case, except to the fact that Mr. David/Paul Kupferstein refusing to send a single piece of documentation. Numerous requests for proof of debt have only been met with more threats of lawsuits and hang up. So since I do not have a claim or report number, I cannot give you one to investigate. And since he refuses to send one, we can only show that it is a scam.

This thread has been quiet for a few days - the infamous Mr. David and Kuperstein and Associates must be taking a break from harrassing people - I am sure it will start up again at some point with new names, etc. They probably want to keep a low profile for the moment and regroup their illegal scare tactics as this forum has been a sore spot for them over the past couple of weeks.

I guess it would be tough doing it the illegal way and not being sucessful at "recovering" the so called money you are speaking of from the poor people that have been intimidated into believing your scare tactics. No one has to do it - the world would be a better place without illegal companies in it - you must be know that there are honest ways to earn a living rather than trying to scam people out of their money. If you could just prove yourself and what you represent, I am sure there would be no issue but unfortunately for you and your "collegues" this just is not the case and your bluff is now out in the open for all to be educated on - scamming people that is.

Wow! We just received a phone call for my brother in law, who used to room with us. Imagine my surprise at finding all of this out. I decided to email Liability and tell them I passed along the message but expected no further phone calls to my home. And we are from Nova Scotia!

For the record, Mr. Paul Kupferstein has a hearing on April 4th and 5th, 2006, for two allegations - 1) failure to properly supervise his staff and 2) debt collection letters under false name.


Just a friendly reminder for everyone that has been the victim of Paul Kuperstein, Mr. David, Mr. Sargeant, etc.

It certainly appears that these crooks in Markham took on far more than they could handle in the past few months.
The calibre of so called "debtors" (their terminology) whom they tried to intimidate in the 900 number scam back-fired..... most of us were able to call their bluff and expose their achilles heal.....lack of intelligence and most importantly evidence!
As a consequence they have placed themselves under the proverbial spotlight of scrutiny from several sources. They never understood the power of communication and sharing of information through a medium like this website.
Mr Kupferstein you and your cronies have been well and truly busted!! Next!!!!

I received a reply from the Law Society, they are already investigating and have therefore closed my file. So, no help, answers or info from them. I also received a response from Consumer Services Bureau, and spoke directly to them today: Kupferstein's office is NOT a registered collection agency and therefore not under their juridiction. We discussed what I could do in terms of having my concerns addressed and he suggested I contact the Privacy Commissioner of Canada, and the Attorney General. Which I will be doing, as well as checking back in with my media contact.
In respect to all the notes back and forth on scam/not scam and so on...
I was contacted in regards to a former partner, we have not been together for over 2 years and NEVER had a bill, bank account, anything in common - so why did they have my name specifically and phone number? I wanted to know, had to call back after being hung up on, Mr. David refused to answer my questions, was rude and very unprofessional. My point is this - I have no outstanding issues in regards to unpaid bills or loans, was polite and reasonable in my enquiries, and so how are you going to "slam" me, Educated, Sly Fox, and company?
BTW, I too am educated and a sly fox...

Come out, come out, wherever you are Mr. David, etc. If you are a law firm, why are you hiding? Nevermind, I don't want to have to read another one of your pathetic postings regarding how you legitimately conduct your business when in fact everyone knows that you don't. Don't try and explain how you do provide documentation as well as professional service rather all you offer is threatening, verbal harrassment phone calls demanding money "or else we'll see you in court" without providing valid documentation. What normal person would want to call what you do a "legal professional". This site is for people who want advice on how to make their financial situation better NOT for bottom feeders like yourself who hide behind your comments rather than identify who you really are, where you operate and pretty much provide any requested documentation that a real LAW FIRM would provide upon request to anyone - give it up.

Read the posts on this forum. Very few that have posted are looking for advice regarding thier financial situations, they just want to complain that they were contacted to pay money back. If this Law Office were truly a scam, why on earth are they still in business? Surely if they were running a scam, do you not think that after all this time they'd have been closed down by now? Most post indicate that this Mr. David calls demanding money and that he harrasses them. These people have had many oportunites to repay the companies that they were (are) indebted to. I'm sorry for those of you that are going through tough times, but as hard as this sounds, you still owe money to a company that provided a service to you.
I know you're all about to respond to this post with "you're pathetic Mr. David", or "you're a bottom feeder Mr. David", but I'm not Mr. David.
Believe what you will. I hope you all are able to resolve your financial issues and are happy, life is far too short.

G - one simple question I have for you. Just one, so please answer it:

Would you send money to someone who states you owe a debt and threatens to take you to court, yet when you ask for verification of the owner of the debt, the collector/lawyer refuses to send out one piece of documentation and only raises the threat level?

That's all I ask. Please answer.

Exactly, Jeff. What if you tell the collector you have no idea what he is talking about? They tell you you're a liar, and threaten legal action. Then what happens when you back down and send a payment, only to find out that the collector had a wrong telephone number...Or the WRONG john smith?

It's not wrong for us to want proof that the debt is ours, and that the collector has the legal right to collect.

Whether you are Mr. David or not, maybe you should take up residence beside his office because you certainly talk the talk and are the only other one besides him and his collegues who defend what they call a business. AND furthermore, just curious, what are you doing on this forum if you are not here for advice? I concur with JEFF W and Jessi comments. It doesn't take much to provide documentation that is all people are asking for - do you understand that G - it's common sense!
