is it possible for me to get a secured visa or such to start rebuilding my credit if i have a chexsystems history?


A prepaid debit card is not a line of credit and hence would not show up on your credit report.

A secured card, on the other, can be very good for that. They will not usually go by chexsystems, but the "Big 3" - Equifax, TransUnion, and Experian. Chexsystems is normally used by the banking industry itself, as in if you need to get a new bank account. Search in Google for lists, there are many banks that do not inquire through chexsystems in order to open an account with them. The best deal for a Secured card is usually through the same bank you bank at. Many of the other non-bank secured cards tack on a lot of fees.
