Is there a regulation for the maximum apr they can give you, or
can it just go as high as they want it to? It is currently at 29.99%.

Fun with a new CA17 years 6 months ago I haven't had any CA calls in some time so was surprised to get one today, for some account that has not been able to be validated at all, guess the last CA sold it. This is how the convo went:
CA: I am noting as your refusal to pay, this will go very baddly for you.
ME: Oh? And how is that? Besides, I plan on sending you a debt validation letter tomorrow.
CA: Is your social ##########? your last name $$$$$$$$$$$?
ME: Yup
CA: Well now your account has been validated.
ME: Nice try. I don't think so.
CA: You don't seem to take this seriously, this is a dire situation you are in.
