How do I know that this isn't just a scam of some sort?

The following settlement letter was faxed to me, do you see any reason not to accept? I do have the funds that they are requesting whihch is 30% of the total balance. Please advise if this settlement letter is acceptable, all comments welcome. Thanks in advance.

I was wondering if anyone knew if payday loans can be included on a chapter 13 bankruptcy?

I am wondering what to do about these people. They called me at least 16 times the other day. They call at work at home my cell. They even told one of my managers they were an officer and went into detail about my info. I have asked a number of times for proof of who the debt was with and when. They gave me dates, amounts and the correct bank info but that was it. The part that bothers me is the amounts they give live $550 I don't think I evere received that much from a payday loan. The other problem I have is how do I know if i truly owe this money its from three years ago.
