Is Western Sky and Cash Call legally authorized to operate and issue loans in Texas?

As I battle my 7 payday loans- with one win against Ameriloan, others pending or silent, I do have another battle. Cash call. I originated a loan through Western Sky, and it is being serviced by cash call. From what I understand through reading various threads on this forum, western sky is not licensed in Colorado, so I only owe back principal, just like a regular pdl? Also, cash call, who is calling me to collect the debt, MUST abide by the fair debt collection act? I am planning on complaining to the Colorado AG this weekend, but my concern is the contract.

I have a loan with National Payday (out of Costa Rica) and they are not licensed to lend in my state (Indiana). I was on the phone for over an hour with a USAA closing account specialist who kept telling me that they cannot honor my ACH revocation because it is an agreement with a payday lender and I agreed to it. I explained that they are illegal in my state and even in the country and they still will not close my account. I was just hit with 2 NSF fees today.

Would debt that I have incurred with the VA for medical bills be dischargable, and if so would I lose my VA medical benefits if they are put in the bankruptcy

I have 4 credit cards. One with 18,000 and 9.9% (BOA) since 1989. One with 1770 and 0% until 4/13 (us bank) (10000 available). One with 2700 (Kohls) and another with 500 (old navy). I pay 450 on BOA. I have an offer with us for 0% for 18 months until 2/14. I have an offer on BOA for 0% until 6/13 but only 2000 available to tx. Should I consolidate old navy and kohls onto the usbank and keep paying down BOA because of the 0% for 18 mos and then tx everything left onto BOA so I have 1 payment? I also have student loans coming up in 11/12 totaling $26,000 for 10 years. Help.

Are there laws that you can now go directly to the creditor if stuff is listed on your credit reports? I've been out of the game for a little bit and would like to thoroughly read up on this new set of laws if any of you could point me in the right direction? I am still exclusively using Texas law over fed laws, but who knows?
